Weather patterns change in a somewhat predictable and cyclic manner, kind of like the economy. It trends from hot and dry to cold and wet, gradually over periods of years and more. In civil design, such as drainage for developments and roads, these cycles of extremes are used as criteria to size the drainage systems. Periods like 10, 20, 50 and 100 years storm extremes are used.
We are experiencing a hot dry extreme currently, but I'm not sure what cycle we may be in. One could chart out the numbers over the past 100 years and get in the ballpark I suppose. No matter, we can't control it, and soon enough we will be in the cold and wet side of the swing.
