as he is writing "... where people take pictures of clouds and they look super cool?..." it can't be that feature - it is either multi-exposure or bracketing to do HDR w/ some software later... or it is a regular picture
processed w/ the likes of Topaz Adjust or Dynamic-Photo HDR to get that pseudo-HDR look.
