2nd hand K30 or K50 kit is a good WR backup camera.
2nd hand K5 or K5iis are also good choices now

or pick a new Kp sets

l've narrowed it down to a K-7, or K5/K5ll if the price is right. l'm about to have the $$ to start looking, so here l go. Pentax, here l come! We get so much rain here in SE Texas. When l get a WR body and lens, l'll say Rain-bring it on!

Now don't get too carried away! Note that the WR gear is water-resistant not waterproof. For example, zoom the lens slowly to reduce the chances of water being forced past any of the seals; also after use, dry the gear and particularly before storage.

This seems not uncommon among PF members reporting. However, I've had about ten students over the years with a K30 or K50 and my son also has a K50. Knock on wood, none of them have had this problem. All of those students either used the kit lenses or a modern DA or DFA lens. Do older non DA/DFA lenses exacerbates the problem with the aperture control block?

If it's as common as reported, perhaps buy a used K30 or K50 that has had the ACB replaced.

Just get a K5II or K5IIs and you won't regret it. In your price range I don't think you can do better.
For 350-400, the K3 would be even better.

Good sense suggests that the majority of K-30 and K-50 bodies are probably fine... People rarely report when their cameras are working as normal - it's only when they fail that we get to hear about it. But there's been a high enough incidence that I'd have to consider it when deciding whether-or-not to buy one. If I was to buy one, I'd either do as you suggest and go for one that has already been (competently?) repaired, or else buy the necessary solenoid - or an older donor body containing that solenoid - so I could repair it myself later, if necessary.

Even the newer KS2, Kp might have the same problem.
I had a K30 brand new for almost 2 years used frequently, it had no problem.
I had K50, and still own a KS2 now.
I would be planed for a DIY when owning these models.

I haven't heard of any solenoid problem with the KP. It has a different mechanism and I haven't seen any reports of failures. Nor have others it seems: Any KP's with Aperture Block Failure? - PentaxForums.com

I do not believe there are any reports of such problems with the KP. Posters should really avoid such potentially harmful speculation.
