Stop down ring?

Dumb question. Is an aperture control ring the same as a stop down ring?

I'm with you Tom. What is that? Sounds like a cross between an aperture ring and a depth of field preview button.

Are you sure it is stop down and not step down ring?

If you are sure sure it is stop down I can only think of the second ring that is usually part of older tele T mount lenses (like the Spiratone 400). You Preset the aperture with the aperture ring and then use the second ring to actually stop down to this setting. I am not sure if the correct term for this ring is stop down ring.

There is nothing I know of called a "stop down" ring. Stopping down is an expression for closing the aperture. A "step down" ring an adapter making a small filter fit to a larger filter thread and a "step up" adapter makes a larger filter fit a smaller lens filter thread. (A step down adapter is most often not very useful as using it most often causes vignetting as the filter is too small for the lens.
In what context was the expression "stop down" ring used?

The person is saying the stop down ring on the lens is stuck.

Must be aperture setting ring???
