I think high iso banding was more of a problem with the K10 and K20. I certainly wouldn't shoot at over iso 800 with my K10. On the other hand, I've not seen any examples of banding with the K7.

Cost wise, I think the difference is about 300 US dollars here between the K20 and K7. I'm not sure what the magic number will be when I think I can afford a K7, but it's not there yet. Current prices seem to be about 750 for the K20 (at reputable sites) and 1050 for the K7.

Depends if you're buying lenses at the same time, and take into account the potential for up to $500 in rebates you could get by purchasing the K-7 with five lenses at $100 per lens. If you're planning to buy the lenses anyway, the K-7 could effectively already be well below the thousand mark, and potentially a cheaper buy than even the K20D with three or more lenses.
