In TAv mode, you, the photog determines shutter/aperture while the camera determines the proper exposure by only changing the ISO setting - and this is NOT manual mode since the exposure is determined by the camera.

I noticed that the K7 allows the user to choose how actively the camera changes ISO. There are three settings; slow, normal, and fast. I suspect this was in response to your issue and mine.
Since exposure is comprised of three basic settings shutter/aperture/ISO, when you set program line to speed, the camera will adjust the exposure value based on your preference of keeping high speed as the priority. So, if there are several exposure values the camera can use, it will choose the highest possible shutter speed.
