I was wondering about that myself when I got the 10-17, but now that I've had it a while I know it was worth it. I'm not sure I would say the same thing for a fixed-length fisheye, unless it cost a lot less money.
The Pentax DA10-17 really is pretty versatile, especially for me as a travel lens, for the types of shots I like to take. On a recent 2-week trip I found I was using it quite often, and can see including it in a travel set-up, along with the DA21, DA40 and DA70.
Here are few shots from a recent outing with the DA10-17 Fisheye. At 10 or 11mm you can certainly see the distortion, but I don't mind it and try to use it to advantage. (I don't think the card dealer realized how wide my field of view was, I'm pretty sure he didn't think he was in the picture at all.)
At 17 you can control the distortion pretty well I think.
