I use After Effects also for scaling. AE use very good algorithms.
OS X Mpeg Streamclip does good job as well.

I have used Sorenson Squeeze for years, it is an excellent, yet expensive transcoder. I have heard great things for Compressor for Mac, as well. Is there a specific format you'd like to keep the video in?

Just googling "video transcoder" or even checking out cnet downloads for free or free to try programs would be a good place to start.
