Is there a movie program that turns horizontal to vertical?

When a movie is recorded vertical style, turning the camera sideways, is there a program that would turn the vertical recording for horizontal viewing? You may have seen this, and sometimes wonder why it's done that way, but I would like to know if anyone van tell me of what program could change vertical to horizontal. I can't figure if my camera,K-50, can do this or not. thanks

Note: Sorry, I meant Vertical to horizontal viewing.

MS Movie Maker can.
Also the free and open source ShotCut can rotate video.

Hint: Just don't record vertical video, please.. just don't, ever.. Thanks

The ancient Quicktime 7 Pro found on older Macs at least can do this.

Just about any of the movie editors will have a command or filter or you can find an add on filter to flip or rotate the image. Freeware like Handbrake, VirtualDub or Avidemux all have rotation functions. If you editor uses a frame server like Avisynth you can use the frame server to rotate the image.

If just want rotate on in playback media players on the PC like VLC or Media Player Classic have X-Y-Z axis rotation.

Just press Ctrl+R or click on "View -> Rotate" to rotate a video in Xplayer LinuxMint 18.1.
