If Canon is like Pentax was, there could be a rather large inventory of unsold Canon EF lenses in their supply chain. The process of manufacturing lenses hasn't changed, so as long as there are a few employees still with Canon who know how to manufacture lenses (in any of Canon's mounts), production of specific products can be stopped or restarted at any time.
What Richard Shepherd, pro product marketing senior manager at Canon Europe, actually said in an interview for Digital Camera World, which was referenced in the Popular Photography article linked above is "launching more RF lenses while still fully supporting the EF lens system. And of course, should the market demand it, we are ready to create new EF lenses. But for now, our focus is on RF." In other words, you are correct when you say
