My impression is that this sensor division of Nikon has not done as well as hoped and was losing money. Here’s hoping they have finally created something that gets them out of the red.

That's good news!

I have to say I wondered maybe 10 years ago whether you could implement a sort of built in ND filter that responded to areas of brightness but assumed - probably correctly - that it couldn't be done at the time

Of course it all depends on how close it is to be able to come to market. Exciting technology if they can actually make it work in real world application.

I have to laugh when he starts with "this is not clickbait", that immediately makes me think that it is.

It's for the automotive market , it's not for ILC cameras. It's true that photographic ILC camera market has now become less attractive than the automotive market. Even cars sell in significantly higher volumes than photographic cameras.
