I don't know where did you get that number, but from their latest financial results (for the fiscal year ended on 31 March 2013), the Imaging Systems lost 23,073 million yen, compared to 10,760 the year before. Google says that's about 232.4 million USD.
The IS division actually managed to make a profit in 2010, of 33.4 million USD, "as a result of cost cutting effort". In 2007 and 2008, the IS was profitable (274 and 333.26 million USD, respectively). In 2009, 2011, 2012, 2013 - they lost money. As a coincidence, 2009 marks the year they launched the first m4/3 product.
