Unless he's paying a premium to use Express Mail delivery time is not guaranteed.
USPS Priority Mail is usually delivered in 2-4 days depending on destination yet often costs less than competitors ground service.

I'm not a service member and have used USPS' services thousands of times yet only recently, packages have been reaching Jacksonville, Fl. and then instead of coming to my town as they normally do, the packages are either being sent out for delivery there in Jacksonville or being sent off to other places that are hundreds of miles from where I'm located. Because of that, I sometimes wait ten or more days for a 2-4 day delivery. In every instance, the address on the package ends up being correct. I thought it might be possible that jtkratzer is experiencing the same.
