So if you set the CP-7m in program or in auto mode, the S-250 doesn't fire at all? I'm surprised. The flash should fire regardless of the mode (whether the exposure or the sync speed is correct is a different issue).
With the flash in auto mode, if you set the CP-7m in auto mode or in manual mode with speed higher than 1/125 sec, when the flash is ready, the shutter speed will be set at 1/100; the flash ready LED (red) and the 1/125 LED (green) will light up, and the number "100" appears in the data panel.
