I don't know anything about its origins/purpose. I'll also note that RR 80S and RPX 25 can produce a short-toe characteristic when developed with Rodinal. Short-toe films are not as forgiving with exposure and if they have a low film base density can really produce some deep blacks.

I can add some info. In the
Delta 3200 Data Sheet, you can see it gives development times for an exposure index ranging from EI 400 to EI 12500 for various developers. If you are sending the film out to be developed most likely they use a box speed developer and will they just assume EI 3200 development time I don't know.
I think EI 3200 is really pushing the film even with a box speed developer. So for your first roll perhaps try EI 1600 and bracket some of your shots +/- a stop and have it developed at EI 3200 development time maybe.
