They're annoying to test, as they're of the design where the shutter is linked to the film transport sprocket teeth. If those don't move when you turn the advance, the shutter won't cock.
My ricoh 35s (of similar vintage) has a different problem: the film advance cocks the shutter even if the film has been ripped in half, as it's apt to do in cold weather. It also has a highly inaccurate frame counter, if you don't want it to rip the film out of the cassette spool , you have to count frames and rewind well before the end. If the rewind spool stops turning mid-cock (disabling the rewind button), or film advance has become suspiciously easy (torn out), you'll be unloading in a changing bag.
