Program Plus Shutter Problem?

I recently bought an used program plus and seem to have some issues with the shutter release. When I wind the film, and then press the shutter release nothing happens, and several moments later it'll release when I'm fumbling with the camera, or when I set it down on a table.

Does this mean it may need servicing?

It's hard to tell, but did you check if the self-timer is on?

It's off. When I try to use the self timer, the light dosen't start flashing until I give it a slight jolt by putting the camera down on a table.
