If the wind mechanism is linked to the shutter, and the shutter is gunked up and frozen, then you will need to unstick the shutter.
Obviously the best plan would be to let a competent repair facility have a go at it, and spend the money.
If that is not an option you want to try first, then you can use a few drops of lighter fluid to help loosen the old lube and gunk.
If that does not free up the mechanisms, then my next step would be the stuff I have used on my last two old leaf shutter cameras. I went to an auto parts store and bought an aerosol can of brake parts cleaner. That stuff has a powerful jet spray and the solvents clean out grease and gunk very fast and leaves no residue. It often cleans so well that the shutter must be relubed. Generally that requires some disassembly, which kinda puts you back into a competent repair facility.
BEFORE you start taking stuff apart, or squirting stuff at your camera, you might look for a film release button. This is apparently a 135 film camera, which means it may be at the end of a roll, or thinks it is.
