help me understand this data sheet

so, this is suggesting that if shooting at night, i tell my camera that i am shooting iso1600, and use the suggested exposure times for my aperture values.

then, from i understand, when developing i would indicate to the lab to process it as iso1600 or "push process"

?

those exposure times are suggested if you do not have a meter

expose it to whatever iso you want and then tell the lab what you exposed it at, so at iso 1600, it would be pushed 2 stops
