That's taking the point of view of a practical photographer. Most collectors must by necessity have some sense of value, it's just that they value rarity more highly than non-collectors. Practical photographers put a higher value on function. But most photographers aren't completely practical and also value other things such as aesthetics and, indeed, rarity to some degree. Indeed, for lenses such as this one I suspect most would-be buyers are neither collectors per se, nor thinking in completely practical terms, but somewhere in between. I fear that most copies of such "legendary" lenses get little use, not because they are in a collection as such, but because they have been bought by someone wanting "the best" but who doesn't really have particular use for it.
