I can't find a link either. I got it in my email. I can post a screenshot if you want.
Also if you go to any Buy It Now item, you will see the line "Pay today and earn..." if you have signed up for ebay bucks.

For what it is worth, I have 2 eBay accounts, one for personal use, and one that we use for our company. I received the invitation for the company account, but not the personal account. It is an invitation to selected eBay accounts from the wording cut and pasted into my previous reply.
