Not at all familiar with these versions but somewhat interested. What is the regular price and can they be run off-line (no connection to the cloud)?

I think people need to stop buying into this subscription program for software, for one year you're spending 120 dollars when not much more in the past would have gotten you a permanent license.

I think if you factor in the cost of upgrading older versions of Photoshop, for most people CC is on par or cheaper. However, it might miss the mark for those who use just Lightroom, or who are fine without the updates.
