I tried to find the option on my phone, and couldn't see the option. You have to scroll down (on computer... maybe it will also work on a tablet?) to see the deal for $21. Then once both items are in your cart, there is a $5 off coupon that you can click to bring the total to 16.99, which comes out to 18.05 total (which is the price of the power bank alone). It will say that the total $40, but it takes it off 18.99 once you go to checkout. Not sure how long the deal will be up for.

The deal is legit.
When you add the two items to the cart it shows prices for both, but when you go to checkout the price of the power bank is deducted.

I would likely skip this, the memory card has a high risk of being a fake. I never buy memory cards from Amazon because of this. Buy from Adorama or the like, buy only name brand.

Also the fakespot rating is quite poor:
