I think it's also because used prices have been much lower for quite awhile. These new prices are roughly 1.5-2x the used prices which seems more reasonable than the new-used ratios based on the older prices.

I assume it also doesn't apply to DFA/DA lenses.

Yes, that sounds quite likely. The original strategy was to supplement the DA/D FA lines with FA offerings available new, however it always seemed strange to me that those FA lenses were marked up so significantly.
