I lived in Ibaraki for seven months in 2002 and went to Tokyo many times, but I didn't actually see Fujisan until I visited Hakone at Golden Week, and the clouds stayed away long enough for a photo. I travelled to Osaka on the shinkansen but in both directions it was cloudy, so I didn't see Fujisan from the train then either. Since then I've visited many times in winter, and there seem to be a lot of clear days, so now I've got photos from Tokyo tower, Hakone, Takao-san, the Tokaido line, Enoshima and other places. My brother was lucky enough to see it last year too.
To answer your question, this photo was from the Niigata shinkansen just before it crossed the river from Saitama into Tokyo.
