I only researched it briefly, but it seems that most of the permtting for outdoors on the Mall deals with commercial photography. As for within museums, etc, that seems to be within the discretion of the museum's administration, partially in response to the heightened security, as well as the interests of serving large amounts of people during the busiest seasons. Since I don't own a lightweight or compact tripod, I generally whatever I'm allowed to lean on to brace myself, or raise the ISO and hope for the best. There are many
places one can use a tripod, it's probably best to ask first.
