Just about any current photo paint program has artsy-craftsy plug-ins today. Corel's PSP, Adobe's PS Essentials are two common photo programs that have many options. This one came from Faststone's
freeware Image Viewer, Version 4. Not much to it except moving a few sliders, although DPI plays a large part in the relative effect and there
is a learning curve. It may show as an 'edge-find' function. Posterization to reduce colors and edges may, or may not, be beneficial.
Faststone also has a simplistic oil painting effect tool that sometimes looks pretty good too. The simple B&W conversion is also available in Faststone and works pretty well with a little prior attention from the Levels and Color Adjust functions.
(A tip: these art plug-ins can salvage that nice shot that was just a little too much out of focus or suffering from camera blur to show in public.)
