Yes. But the K-7 in 720p **-quality should still rival the Canon and does 13 min in one clip as well. So, another camcorder isn't required, actually

LV has a 5 minute limit. But I don't know if it applies to movie mode too (pressing LV in movie mode shows a text screen but doesn't end it). And the LV limit is definitely non effective during movie recording.

True. The faster the card the shorter the delay. It is about 2s with a Sandisk Extreme III.
