First hand experience has made it clear to me that OS + SR on at the same time will make the image even
worse than with
both off. It may not make a difference if shooting at a high shutter speed where you wouldn't need stabilization anyway, but at low speeds where SR/OS would be needed, it will indeed cause problems.
Consider this: OS and SR are completely independent systems with no interaction. With OS on, the optical image is already stable. However, the SR system still detects acceleration from camera shake, and thus moves what it thinks is appropriate, no matter what the image from the lens is doing. That means that the sensor moves relative to the stable image, introducing its own blur.
