I did a little experimenting with Topaz Photo AI, starting with the .jpg that shows up in your post. I don't know what the image is really supposed to look like, but ended up with this:

There's a reduction in noise (grain), a higher degree of sharpness and a higher resolution. The problem, of course, is that without having any idea of what was really photographed, there's no way to guess how much these "improvements" represent reality! If this allows you to tell your story without the distraction of the noise, and without introducing things that are obviously false, I would suggest that you can use something like this as long as you put in a disclaimer that states that the original photo (whether from film or digital) was processed to achieve what is being published.

PF has a Sunset Photos thread (Sunsets - PentaxForums.com). Try looking at the photos on the later pages of that thread. There are many photos taken with a K-3III. I suggest looking at the EXIF data for some that you like and comparing that data to the camera settings that you use and see where the differences lie. It might give you some ideas.

I was there, for the third time, this past June. For my time in Venice on this trip, I used my HD DA 16-85mm, which didn't leave my K-3III, except for a few minutes when I used my 55-300mm PLM to get some shots of birds on the island of Torcello. The 16-85mm has got the perfect range of focal lengths for both the tight quarters of the local streets, as well as the somewhat longer distances on the larger canals. For my 2nd trip to Venice, I had an FA 28-80mm on my K-10D, and the wider 16mm made a huge difference in my ability to get decent shots. It's also important to be able to get up close because of the dense crowds of tourists in almost all spots of Venice. If you don't get up close, your shots will have the crowds, which can be interesting, but tends to obscure the many architectural and other features of interest. Venice is my favorite Italian city. A cork (oak) tree in Portugal in 2010. Cork trees were under pressure due to climate change even back then, which spurred a lot of research into corks made from other materials which might
have similar properties to those of natural cork. They were having trouble coming up with a material that was close, but I haven't heard anything recently about whether they were successful or
not. K-10D and FA 28-80mm.

As I understand it, they are mostly used to handle anchors for oil rigs. Apparently, they do things like towing the massive oil rig anchors to their final location, and then use them to secure the oil rigs in place.

The ship, the "Lewek Teal", is classified as an "anchor handling ship." The lower row of "ports" is actually a row of large tires being used as bumpers.
