The spring on the aperture lever is typically a torsion spring with two long arms and a small 2-3 loop coil in the middle. The coil is typically held in place with washers and a screw but can be held in place simply by being sandwiched in between plates and notches. These are usually made from thin spring wire. The spring can be weakened from age, broken or simply disengaged from it's contact points. Or the aperture mechanism is jammed in some other manner. If you are mechanically minded you should be able to figure out how the spring should be seated. Further tear down of the mechanism would be needed to determine the problem if it isn't just the spring.

You might be able to have the lens professionally serviced. It will probably cost you more than the lens is worth. Obtaining parts would be a problem though a real pro could fabricate some parts - at a price.
Best options are to buy a working copy or attempt a DIY repair and buying a junked lens of the same model for parts if needed.
