As a mere child of 73 and also on a fixed income (which I'm going to fix some more by selling house, banking equity and taking a 1 Br Apt.), I suggest you think about what it is you'd like to pursue.
I've worked through a dozen or so Pentax DSLRs in my photography business that I shuttered in 2022, kept a pair of well used K3II's, sold the K1-II & K3-III and LOT of lighting and studio gear.
My work needed constant aperture zooms, never shot anything but DNGs and if the meters didn't work I'd never know - Histogram & Sunny 16 was all I needed.
Looking at the Lumix specs, a fixed lens is always mechanically easier to make accurate and the leaf shutter is - I wish! The micro 4/3rds isn't far from aps-c and both cameras allow manual exposure and back button focus - my only requirements.
I'm pretty sure the Lumix is a very good and convenient camera. It wouldn't have worked when I mounted a full frame 100-300 f4 though. My Tamron 28-75 f2.8, DA12-24 and DA 50-135 (bought new in 2009 with at least 400K exposures and still working fine) will probably be cremated with me. But maybe, moot points.
If you'd have been in any of my Basic Photography Classes, you'd have heard over and over "Every image is an idea, a capture and edit and a presentation. They all matter". And I then I'd make a class photo with a pinhole lens cap on a tethered DSLR for display on the projector - real time photo booth. And start explaining exposure with a 1925 Kodak Brownie and showing print made with it. Aperture, Shutter Speed, ISO.
So having to spend time to learn about anything - that's the good part of still breathing. Embrace it.
Stuff breaks, used cameras are cheap, ain't no Holy Grail or "Tip". So my suggestion is, think about what you care about and sharing that with your photographs.

It does. Mea culpa. Except for insinuating another user lacks basics skills. I struggle to understand why basic skills, given ubiquitous, free information sources, including free public libraries, are a paucity. I suppose it is, as the Jesuits explained to me in great earnestness, a mystery. I shall digress and retire from any further comment whatsoever to avoid harm, injury and insult to those who view a book or manual as an obstacle to their purchases. If you splash a lot of cash, it should just work, right?

TTL with MF Film? I'm going to need counseling. That's like putting an automatic transmission into an A/C Cobra. Doable but ... not being mean spirited. Invest some time in learning how to light without the training wheels. You'll find it exhilarating!

Maybe, just use a single center point, aim it at what you want, with AFC BBF and press the shutter when you want. It's not rocket surgery .

In the long run, the at home printer will not be cheaper. And the shops, for the most part, are all on line with economies of scale beyond home occasional use.

Do you have the optical view finder diopter adjusted for your eyes? If not and you need to wear glasses, you'll need them on.

One more vote for the Tamron 17-50/2.8. Good IQ, light and affordable, especially used. And so is the Tamron 28-75/2.8.

It doesn't, there are two of them
Shutter speed is the time that that light is let onto the film or sensor.
Put your camera on Bulb, take off the the lens cap and put the lens cap back on. The amount of time you were holding the lens cap is your shutter speed.
The mirror in a DSLR just needs to get out of the way first.
An electro-mechanical focal plane shutter would be impossible to make move at say, 1/4000th of a second. So it uses two shutters or curtains.
Start one moving to expose the film or sensor to light. Then start the second one so that 1/4000th a second is the amount of time the slit, as previously described, lets the light strike the sensor.
Like a traveling window shade. Mirror-less cameras do exactly the same. They just don't need to move the mirror up and out of the way before.
Unless you have a leaf shutter lens. Which is different.

How did you determine surgery for you is problematic? Some 4 million people in the US have cataract surgery every year, many of them pretty old.
You need two new lenses, one for each eye to replace the ones you have. If you do nothing, you can expect it to get worse.

Yes, they make rugged and reliable cameras that I use to make photographs that people pay for. Go hang a flat screen on the wall with a video or even a slide show and see how long that lasts before it's switched off and taken down.

The Tamron 28-75 is a very good studio lens on a K1-II. Bought mine new in 2007 and a few film bodies and 11 DSLRs later, it still pays the bills. I can't kill it.
On APS-C the Pentax 17-70 is also very good and better, throughout it's range. Workhorse lenses.

Adobe Monthly subscription at $10 per month get you Photoshop and Lightroom on two computers with painless software updates. That's 3 gallon of gas or lunch at Burger King, not a big purchase decision. Tons of free instructional videos plus online storage, , etc, etc, etc.. Keep originals, JPEG or RAW and you're not committed to anything.
