Installed Raw Therapee 4.2.21, can't reproduce the problem. Could you possibly post a screenshot of how it looks on your computer?

So, being a beta tester for FastRawViewer, I decided to kill two birds with one stone; try out the upcoming version, and try and see the problem you're having.
Looking at your first RAW image, I decided to adjust the brightness further by 1 and 2/3 of a stop (EV), and this is what I got:
Looking at this, not only is the shot not blown out, it's underexposed. As you can see from looking at the RAW histogram and data, after I added in 1.67 EV, you only have 193 pixels blown out, so that's perfectly fine. So, I took a look at your JPEG, and this was the result:
Looking at the JPEG histogram, it definitely looks like you underexposed a bit, and that's why you have plugged shadows.
The second shot is different. Here's what the RAW looks like:
Here, I would have exposed a bit hotter; you are allowed to blow out about 0.3% in the strongest channel (here being the green). This would help with some of the plugged shadows and shadow noise.
The JPEG looks pretty good as well. I'd look at your RAW converter settings, because I think that's where your problem may lie. If that doesn't work, contact the developers because they're your best source for dealing with this bug.

What you're talking about is called brightness. In the case of RAW, it has nothing to do with exposure. RAW data has no brightness, only levels; it is open to interpretation, as it is a latent image and can be rendered with arbitrary brightness and contrast. The use of term exposure instead of brightness results in nothing but confusion.

Question. The RAW file and the JPG come from the same exact shot...how on earth could they have different exposures?

Camera settings don't affect raw (apart from ISO setting), and if (as OP stated) "shots look correctly exposed ... in thumbnails and the jpg ... is good" - while the raw looks blown out, the problem is with raw interpretation; that is, the problem lies with the converters, not with the camera. A camera reset should not help here.
To OP: if you are still experiencing the problem, it would be helpful to make raw files available for analysis (sorry, repeating myself :)
Both programs are based on dcraw, so they may behave in a similar manner

RAW files don't get that big. It's probably megabytes.

I would recommend using Google Drive, if you have a google account. Just go to Drive, => Pictures, and then drag and drop the file, and make sure to allow access to everyone.

It would really make it a lot easier if you were to upload the RAW files, so we could see what's going on in the shot. Also, I'd recommend opening the files in FastRawViewer, which will show you the true RAW histogram so you can see what there is to see.

A convenient way to see how camera settings affect the RAW data is to use RawDigger. Shooting the same scene, varying the camera settings, and bringing the resulting RAW files into RawDigger, it is possible to compare real RAW histograms and see if the particular camera setting affects the RAW data. That's what I do with every new camera.
