Yes, it could all be tolerances in the IBIS with some K-1's being more or less sensitive to being used so far outside their manufacturer-specifications.
But it might also be a function of thermal distortions in the IBIS platform if the camera is used in certain ways at very low temperatures. If one side of the IBIS platform is warm (e.g., sensor running LV, long-exposure, LCD panel active, etc.) and the other side is cold (e.g., including changing lenses at extreme low temperature), the differential expansion would induce a curve in the platform which might cause it to get stuck in the IBIS housing.

I'd bet that Sony cameras stay warmer inside because the sensor and image processing circuits are on 100% of the time. The flipside of poorer battery life of mirrorless cameras is that the extra power draw from the battery keeps the camera at a higher-than-ambient temperature.

Indeed! But it seems to be a fault in the buyer.
Any person buying stuff where the standard winter temperature is -28C should take it into account in checking the specs before buying.

Given the tight mechanical tolerances in the IBIS system, it's not surprising that the mechanism might lock up if the temperature gets that far below the rated temperature. It's also possible that it's an electrical issue -- the properties of electrolytic capacitors shift in cold temperatures, changing the behavior of the circuits they are in and potentially making them non-functional. I'd also not be surprised if the AF fine adjustment changes somewhat at very cold temperatures caused by relative differences in the thermal contraction of the reflex mirror, AF mirror, PDAF sensor, mount, and main sensor.
You really need to find a way to keep the camera within the rated temperature range.
