Buy both!
I had a hard time choosing between DA35 and DA40. I got DA40 and I am very happy with it. However, I am still going to buy the FA 31, mostly because it's fantastic from F2.0 to F4.0 (I borrowed it for a month).
If I had purchased the DA35 instead of the DA40 I would still get the FA31. When doing urban photography and full body shots at F1.8 to F4 I preferred the FA31. When shooting landscape, industrial, architecture and misc. (at F5.6 to F11) I always used the DA40.
