I know how it is..Although you can turn off cloud service in Google Photos, Im concerned its not bulletproof..
Yes, its very clumsy. If anything, theres a suggestion box on the Snapseed dev site, let them know what you like to have..

Ok, download and install a file explorer, ; Mixplorer..
Search your dng and select Open With : Google Photos
You will not see anything, its all black but its there..
Select the Share icon below and share to Snapseed

The Samsung Gallery will never see a RAW file, so you will have to search your albums using the OPEN option in Snapseed.
PP RAWs in Snapseed is very basic, it does several options to process, then you further process with the JPG output. In reality, Snapseed was optimized for JPG, and it does a very good job at it..
If Snapseed is not on your Google Play Store, you should update your Android version or make a new Google account.
