While the da 16-85 surely has its place, it is not comparable to high end f2.8 zooms by any means.

Well, there are different cases I know of. Not enough to make any statistics about it but I am pretty confident that this is ot an issue exclusive to specific brands.

You should propably look up what a rumour means. It is not sometjing stated as a fact but something a group of people believe. That means, as soon as a website read by enough people that believe puts it out it is a rumour.
I also am kind of anyoed by the Pentax cominity paranoia. Everything somebody writes about Pentax is because he/she want to talk bad about Pentax. Jesus, thats like a kindergarden.
If Pentax said it is their own development on the other hand there is no reason to mistrust that.

Well, it got quoted at pentaxrumours, I did not invent it and quotet it as being a rumour.
It would make sense though, as they have a Tokina partnership, need to develop more lenses than they can do at once and the Tokina seems up to the standard others produced, unlike the Tamron 24-70.

Because a 70-200 f2.8, although not too many people actually buy one, is one of the most important lenses in a lineup too.
It (70-200 f2.8 in general, not about the one by Pentax in specific) is considered the affordable high end tele zoom for sports and portait and a lens many dream about getting in the future. Even ten years back it was a big deal in many discussions that it is missing from Pentax' lineup and people told others that this should be a reason to not buy a Pentax.
If the rumour is correct and the 70-200 f4 will be using the Tokina lens desing it is propably quite cheap in development compared to others too.
If it was about me personally Pentax should work on:
DFA* 35 /1.4
DFA* 24 /1.4
DFA* 16-50 /2.8
I am not too sure how good this would be from a economical standpoint though. The primes would propably not generate a lot of new customers.
I am not sure, how much about development costs is about doing the optical setup and how much the casing is. But maybe Pentax somewhere missed the point to modernize the limited lineup completly by using new af modules and weather sealing. Maybe they did not. Propably even Pentax doesnt know for sure.

My old F70-210 is extremly fast in focus too, kind of the 28-70 propably.
It is far from silent or sharp to the corners in modern standards though. Still I somehow really like the color rendering.

I think those surroundings are bad with every lense. There is a bad blur from the net on fast aperture lenses.

Looking at the video, if you need faster af, yes.
For me it sadly is no intersting lense, just to slow aperture speed.
They shouls build a kit lense with that so they can get better af reviews.
Af speed still is one of the most critihezed things about Pentax in reviews, and mostly for good reason. The importance laud to that how ever are mostly too much if you ask me.
If they had such a fast kit lense there might still be missed hits in those tests, but the shutter delay would be on pair with the fastest, I guess.

Wealthy does not necessarily mean untalanted or unaducated in these things. A amateur can also be at high pro level but did decide to earn his money in another job.
There is no point in taken himself as an example.
I am an amateur and cannot afford xy is just not any point taken for the theses that amateurs have to look at costs. They can, but they dont have to.

I totally disagree, it is the exact opposite.
A professional has to calculate every investment. If he puts down money to equipment it has to generate enough new income he would not have without it to overcome the expenses.
As a hobyist there is absolutly no way to do any calculation, so it is quite simply down to what I WANT to buy.
