Others have answered your question pretty well. i've only used the 15, never the 21, so can't comment on comparison. Each have their followers. I'd think it would primarily come down to FOV and focal length, and which lens would fit your style and intended uses best from that standpoint.

Managed to take the 15 out in the cold this past Saturday morning for some shooting with a friend. Got these 3: _IGP0998blend by bpverdoorn, on Flickr
Six 30-second exposures blended with LR/Enfuse (though the blend doesn't look much different than any of the source images). Pre-dawn winter skyline reflection - Rochester, MN, March 2012 by bpverdoorn, on Flickr

B+W conversion in LR3. Lots of retouching to remove the blemishes on the window this was shot through.
Every time I take the 15 out I'm reminded of how much I love it.
