Speaking of the Seafood Wharf... parking is fairly easy down there which is a good thing since the Metro is nowhere close.

Georgetown
National Cathedral
National Zoo
Union Station
The Botanical Gardens (close to the Capitol)
The Washington Monument (I believe the interior is still closed due to last year's earthquake)
Jefferson Memorial (since its a bit out of the way it's one of the lessor visited monuments)
Arlington National Cemetery
Old Town Alexandria (and the George Washington Masonic Temple)
etc...

Be aware that parking in much of DC is very tough or expensive. Street parking is sometimes fairly cheap but is always very scarce. Garage parking is moderately available, but very expensive. Best to take the subway, Metro, when possible, but some places like Georgetown and the National Cathedral are not served. Check www.wmata.com for a service map.

With only 3 days, unless you are dead set on shooting there, I would skip Baltimore and Annapolis. While they are not far away as the crow flies, they can be lengthy trips by car. Even trips out to the close-in suburbs can take inordinate amounts of time, so plan accordingly.

p.s. When taking photos of seemingly innocuous buildings around town, watch for placards saying they are federal property. They are not illegal to shoot, but be prepared for the occasional rent-a-cop to hassle you over security concerns. Just remember, if you are on public property or are on a public thoroughfare such as a sidewalk, you can generally ignore them. If they press, or attempt to aggressively prevent you from shooting or leaving the area, threaten to call the police... the real police. They will generally back off at that point.
