Lightroom 3 has no layers but for that particular shot by mikeSF, you might be able to achieve similar effect (i.e. darkening / fixing sky exposure) to certain extend by using Lightroom's Graduated Filter. I love Lightroom's Graduated Filter tool, it has so many applications, fixing sky exposure is one of them.
