Yes, probably. Unless the A3000 does things differently than other NEX, normally when focus peaking is enabled and you are using a manual focus lens, you can't choose a specific camera AF point to work as the focus confirm target, so the camera won't, for example, 'beep' to confirm focus at any point.
As you manually focus the lens, you simply see the focus peaking coloured 'halo' creep around the contrasty edges of whatever is on the display as you shift focus. It's up to you to decide if you have obtained the focus you want by observing the halo.
The camera can help you manual focus in several ways alongside focus peaking. For example the NEX have an option for 'MF Assist' during manual focus which will enlarge a portion of the image for a specified time whenever you adjust focus, to help you more precisely get things in focus.

Good question. I would assume in both, like with other NEX bodies. But the EVF seems pretty low resolution, so the focus peaking may not stand out very well.
