This is probably over your budget but I thoroughly enjoy my Sigma EX DG 24mm F/1.8. Sharp corner to corner, some flare but controllable with a decent hood. Very good close focus which Sigma calls "Macro" but really isn't, but that's marketing for you. It has two downsides: it is big and heavy and there is a slight "clunk" in the body/barrel of the lens that doesn't affect IQ or operation of the lens but is a bit disconcerting. Other people have mentioned this "clunk" as well so I guess it's normal.
