I get that but it is why i take the reviews with a grain of salt. If a lens has 20 reviews all saying the same thing with users across all levels of experience then it is probably a good read on the lens, if it is 3 users all ranking it highly in performance areas but it was a $25 lens then i think it is likely being overated based on the value.
if it pretty much performs like th 18-55 then you should rate it like the 18-55 though. maybe with a bump under the value section. this is an area I might give a 10 because say my $15 m 28 f 3.5 is just a stellar performer at the price, and in fact stands up well to more modern lenses and is razor sharp at 5.6 or so and very sharp from wide open, but i wouldn't rate it as highly as an FA31 for instance, though i would rate it higher on value. FA31 looks to be a stellar lens, but given the price my value rating would be lower because cost counts

the problem with the lens review section IMO is that the level of experience varies a fair bit so many people will rate a lens quite highly because in their experience it is a very good lens, but then they've never used a top notch lens or done a detailed test on it. I'm just as guilty, i base my reviews on real world shots, but i never rate a 10 because i've never seen a 10 yet. In my mind there is no such thing as perfect (staff used to hate my reviews when i still did that :D)

I agree given they are long out of production any ricoh lens should qualify. Even Tokina and Sigma and tamron should if they go back to the old days versus there more modern incarnations since at that point they were all off brands (I would think anything not OEM would be an OFF brand strictly speaking)
and yep Tokina/Cosina made many of the off brands

Depending on the Vintage Tokina definitely was an off brand. In fact when they started they didn't even make under the Tokina name. My Lentar 21 3.8 m42 was made by Tokina
Depends on the definition of Off Brand. Certainly if a Ricoh Riconar (used earlier) is an off brand then Tokina definitely is.
