Sheesh! Lucky shit. I'd crawl over broken glass to to get data allowances and prices like that where I live. :(
IIRC it isn't the first time this has been introduced by providers in Canada either, several yrs ago Rogers et al. put curbs on the bandwidth-hogging <5% minority.
Hehe, perhaps you should consider yourself fortunate that you aren't required by law to justify your legal rights on most of that 96 Gigs content. ;)
