Here are my thoughts on the DA*60-250 topic - but off-topic concerning the thread title ... sorry.
I think RI‘s decision isn‘t related to if DA*60-250 could be FF or not.
Many speculations here like the following. At ~ 1.2kg (including hood and collar) this lens is a bit heavier compared to a DFA f4/70-200 at maybe 900g (complete) and at least in Europe going for about 1500,- € it is expensive.
So I guess they want to offer more lightweight and a bit cheaper to serve „lightweight-oriented“ people like me. The glass may be not worse than that of the DA*60-250 but won‘t get a star to better differentiate within their lineup. Such would be a good step for price-sensitive consumers with high expectations in optical quality. Hopefully it gets a faster and reliable AF.
Concerning a FF Zoom 20-35 or 18-35 and/or a Prime between 18 and 21 ... that are lenses I‘m really waiting for. And I‘ve the feeling there are some others that feel the same way. RI still offers the FA35. I guess if they’d still offer the FA20 I‘d go for it because it seems to be high quality, is lightweight and the AF isn‘t that important at this FL.
