I agree with your sentiment for the most part...however this situation may be the exception.
The DA 20-40mm is faster than the DA21 on the wide end and not much slower on the fast end than the DA 40mm. It is also optically as good (for practical purposes) as those lenses.

I had the 21mm for a while. While a fine lens, it was kind of "meh" for me.
It is funny because I bought the 31mm for my K-1, which is very close in angle of view to the 21mm and I LOVE the 31mm.
I think the reason I did not like the 21mm is the slower aperture. I like the ability to have subject isolation with a wide angle lens, which is compromised by both the slow aperture and the crop sensor.
