Probably a salt lick (sometimes called a mineral lick). Herbivores like cows, horses, giraffes, and deer crave salt. People will leave these blocks of salt out to lure animals for hunting, photography, etc.

We also have Great egrets here. The great egret is 94-104 cm tall while the snowy egret is only 56-66cm tall. Even without the size comparison, it's easy to tell them apart. I used to live in Astoria. The deer out there would (if they'd even noticed) have thought a sprinkler was just the rain falling up. It falls every other direction on the coast.....
