I definitely recommend the Tokina 17mm RMC- it is simple superb lens. From my experience even f5.6 is sharp , of course F8 will be even better for landscape shots. But it isn't really budget lens , so going wider than 28mm would be cheaper with 24mm f2.8 Sigma or even Vivitar 24mm which I often see going for a bargain. I have no particular experience with the latter but Sigma is definitely worth picking.
