You can use photoetching to make the shims from brass sheeting which is readily available in the thicknesses used. Scale model builders have been using the process for years. The only special equipment you need are a laser/inkjet printer, thermal laminator and UV/fluorescent light.
If you photoetch your own PCBs then you probably have everything you need except the brass sheeting.

Wire spark erosion is probably even simpler. But buying or constructing a machine may not be.
