I don't think so. Maybe you focused incorrectly or got a bad copy. Diffraction at f/13 is not strange.
The below picture was shot at 135 mm wide open.

I am using LightRoom. If ISO is low, I may increase sharpness to 40. I rarely increase Clarity but may crop a bit. This lens may not be sharp @ border but normally you will be unaware unless you are pixel-peeping.
